Position Summary: The State Affairs Department serves as a state-level advocacy resource to ASA’s state component societies, providing strategic guidance, message development, and research assistance to component societies for their state legislative and regulatory initiatives. The State Affairs Manager will have advanced knowledge and expertise in assigned topical areas and advance ASA’s state legislative and regulatory agenda within their areas of responsibility. Additionally, this position will manage the State Affairs legislative and regulatory tracking service including analysis of state legislation and regulations and communicating its impact on anesthesiology internally (to the membership) and externally (government agencies, medical community, public). This position will also be responsible for ASA’s involvement with state political organizations including ASA’s presence at and related participation in organizations such as DGA, RGA, DAGA, and RAGA. Finally, this individual will oversee the work of a direct report. Position Responsibilities: - Manage and ensure the accurate, appropriate, and continuous review, identification, monitoring and analysis of introduced state legislation and proposed regulations as well as memorialization of such initiatives for State Affairs. Coordinate the department’s response.
- Responsible for ASA’s involvement with state political organizations. Work with ASAPAC to ensure appropriate ASA member, and as financially practicable staff, attendance at state political organization activities. Seek speaking and related participation opportunities at such events. Develop speeches, talking points, and other as needed materials for use at these meetings. Serve as ASA’s primary staff attendee at such events whether local or out of state.
- Prepare responses to member and state component society requests regarding assigned topical state legislation, regulation, and related issues.
- Perform 50-state legislative/regulatory reviews of enacted laws / adopted regulations and related research, as needed.
- Manage one direct report.
- Advance ASA’s state legislative and regulatory agenda through written communications as well as advocacy materials such as issue summaries/briefs, advocacy toolkits, testimony, and comment letters.
- Develop relationships with the medical community to create opportunities for coalition building.
- Work with the Director of State Affairs to develop state policy agenda and strategies.
- Assist in planning the biannual State Issues Forum and other activities related to ASA’s Legislative Conference and Annual Meeting.
- Develop and maintain relevant content for the State Advocacy web page.
